Printing these properly

Keep it honest. A company ID badge says who someone works for — it is issued by your business, not by any government agency. Describe what someone is qualified to do and under which regulation. Do not add federal seals or wording implying a badge was issued or approved by the DOT.

On a card printer: use the CR80 size and print the PDF at 100% scale (no “fit to page”).
On an ordinary printer: use the print sheet, put white cardstock in the tray, print at 100%, then cut along the corner marks and drop the badges into holders.
Both sides: the PDF puts the front on page 1 and the back on page 2, so use your printer's double-sided setting, flipping on the short edge.
